Photographs taken of the first computer of Ballarat School of Mines / Ballarat Institute of Advanced Education Mount Helen Campus. This mainframe computer was purchased in 1969 for $116,000 and set up in the First Stage Engineering building (later F Building). It was the first operational teaching facility on the new campus. The initial computer centre staff were Arch McKinnon ad Manager and Judy Wilson as Key Punch Operator.. In 1972 Brian Dixon operated this computer for a night or two a week. He obtained an operators certificate as part of a Maths course at Ballarat College of Advanced Education, and lecturer Arch McKinnon offered Brian Dixon a night job.Four photographs relating to the ICL1911A computer. The Ballarat School of Mines was established in 1870 through initiatives of the Ballarat Mining Board which felt there was a need for such an institution because of the declining number of mine managers for the goldfields. The programs respond to the needs of the community and short courses are delivered throughout the year for people of all ages and backgrounds. The basis is promoting learning, connectedness and belonging. Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. This annual report was one year before the opening of the new tertiary division at Mt Helen. Council decided to retain the overall title "The School of Mines and Industries, Ballarat" for the foreseeable future, but to separately name the three divisions as follows: 1. Diploma School - The Ballarat Institute of Advanced Education (A division of the School of Mines and Industries, Ballarat) 2. Trades School - The Ballarat School of Industries (A division of the School of Mines and Industries, Ballarat) 3. Secondary School - The Ballarat Technical School (A division of the School of Mines and Industries, Ballarat). The annual report also foreshadowed the Centenary of the School (and technical education in Australia) in 1970. Speaker at the trade Prize Night and Apprenticeship Week was W.J. Anderson, and Craftsmen Certificates were presented by the Ballarat City Council. A number of quarto pages with stapled inside a brown card cover. The report was for the year ended 30 June 1969, and was delivered by Ballarat School of Mines President M.B. John. Page 5 lists the Diplomas awarded. Page 6 lists the scholarships, prizes and awards, including the Josephine Brelaz Scholarship, Martha Pinkerton Scholarship, Frank Pinkerton Scholarship, Mica Smith/Serjeant/Ironworkers Scholarship, Ballaarat Has Comapny Scholarship, Ballaarat City Council Scholarship, R.W. Richards Medal. Page 8 covers buildings and accommodation. Conditions were cramped at Lydiard Street , with conditions hoped to be improved when the Stage I buildings at Mount Helen were completed in the following year. Mount Helen Master Plan was undertaken by Joint site planners G.J. Harrison, staff architect at the Flinders University of South Australia. and messrs L.H. Vernon and associates, of Ballarat. The following staff members retired: A.L.H. Aldersey; J.V. Crotty; M. Page; J.Ralston; P.J. Smith, P.B. Todd; Derek Wooley; Mr Goldfinch. TRADE DIVISION: F.D. Hamilton, J. Moran, D.Drake The following new lecturing appointments were made during the year: G.I. Boyd; E.W. Butters; D.R. Dowling; P.D. Kelly; G.J. medwell; R.E. Northey; C.A. Pogliani; R.H. Pyke; Roy Schrieke; B.J. Shearer, D.J. Stabb, T.W. Sweatman; A.C. Turner; D.G. Williams; C.M. McGarry. The Computer centre was enlarged when Arch MacKinnon was transferred as Mathematics lecturer to Computer Manager. J.A. Wilson was the computer operator, and R. Kopke, E. Dykstra and V. Gay were Card Punch Operators. Preliminary work on the new Brewing and Malting course was continuing, and plans were being made for the commencement of courses in Librarianship and General Studies. At the end of World War II, the Federal Government decided to increase the strength of the post-war Regular Army and Cabinet gave approval for the establishment of a Staff College in Australia. On 27 February 1946, the Staff School (Australia) was re-named the Australian Staff College. Authority was given to raise the College and to locate it at Fort Queenscliff. Because the Fort was not ready for immediate occupation, a temporary home was found for the College, in June 1946, at the School of Infantry, Seymour Victoria. On 26 October 1946, the advance party of the College arrived at Fort Queenscliff and the first staff course to be conducted at the new College began in January 1947. Only in November 1979, after much thought and discussion, was it decided that the Australian Army Staff College would have a permanent home at Fort Queenscliff. On 1 January 1982, the College was renamed the Command and Staff College. This reflected the new aim of the Course which included both command and staff aspects. New support facilities were opened at Crow’s Nest Barracks in 1985 and work began in 1986 on the new instruction block at Fort Queenscliff. On 29 January 1988, the new Military Instructional Facility (MIF) was officially opened by the then Chief of the General Staff (CGS). The MIF features a lecture hall, a model room, syndicate rooms, computer centre, and library. Major rebuilding of the Officers Mess and Mess Accommodation was completed in mid-1990. By December 1996, 1224 officers had graduated from the Command and Staff College. A Jabot, from the French meaning ‘a bird’s crop’, is a decorative clothing item consisting of fabric or lace designed to fall from the throat suspended from or attached to a collar or neckband or simply pinned at the throat. Jabots made of lace were an essential male upper class fashion item in the baroque period but in the late 19th century a jabot would be a cambric or lace bib decorating women’s clothing and it would be held in place with a brooch or a sewn in neckband. This example with its exquisite chemical lace trim could possibly even be clerical in nature. Jabots continue to be worn to this day in the field of Law and in highest formal Scottish evening attire. The lace is embroidered onto a sacrificial fabric which has been treated (initially chemically treated) to dissolve in a chemical solution on completion without damaging the lace. The chemicals used were not environmentally friendly and consequently this method of lace making has developed to use water soluble base fabrics or fabrics which will disintegrate with the application of heat Originally chemical lace was made on a home embroidery machine but is now also known as Schiffli Lace and made on a Schiffli machine. This machine was invented by Isaak Grobli in 1863 using the same principles as the newly invented sewing machine except that the bobbin of the sewing machine was replaced by a shuttle shaped like the hull of a sail boat, hence the name ‘schiffli’ which means ‘little boat’ in Swiss-German. The Schiffli machine uses two threads and makes a stitch similar to a closely spaced zigzag stitch on a domestic sewing machine. Over time the number of needles and shuttles increased until the present day when some machines can be up to 18 metres in length and use over a thousand needles. Previously the pattern was followed by hand using a pantograph arm where the operator followed the design pattern but the development of computer technology has meant that software designed to drive Schiffli machines can now create a wide variety of stitches and lace designs.The Amess family owned Churchill Island from 1872 to 1929. Currently the agency manages eight aged care programs (funded by the federal and state governments) that support over 500 clients a week, with a particular focus on elders from Eastern European backgrounds.
